Buyers sometimes worry that a conversation with a vendor before a purchase could look improper. The rules say otherwise. The Treasury Board Directive on the Management of Procurement encourages departments to engage suppliers and research the market before a solicitation is drafted, CanadaBuys publishes vendor-engagement guidance for exactly this situation, and municipal procurement bylaws contemplate vendor meetings and market research as a normal part of planning a purchase.

What our quote contains
Every direct-award quote is written to stand on its own in a purchase file: a clerk, an auditor or a manager can read it and see exactly what was bought, for how much, and by when.
- Fixed price. The number on the quote is the number on the invoice.
- Deliverables, itemized in statement-of-work nouns.
- Timeline with dated milestones.
- Acceptance criteria, so sign-off is objective, not a judgment call.
- Insurance commitment, with the certificate of insurance delivered on award.
- IP transfer on final payment: code, content, prompts and configurations become yours.
Offers built to fit under the threshold
These are not discounts. The scopes were designed from the start to land inside direct-award bands: AODA & WCAG Accessibility Audit ($4,500-$9,500), AI Proof of Concept ($39.5K fixed) and Intake & CRM Platform (from $25K).
Precedents (federal, last 18 months): departments made directed purchases at $37K, $36.4K and $39.9K for digital/AI work.
Direct award questions, answered straight
Is buying without competition allowed?
Yes. Below your bylaw or policy threshold, a direct purchase is routine and documented. Federal departments can direct-award below $40K, most GTA municipalities below $25K, York Region below $35K. Your file shows a quote, a PO and the deliverables received.
What paperwork do you provide?
The quote, statement-of-work language, a certificate of insurance on award, and vendor onboarding forms as your finance team requires them (the Canadian equivalent of a W-9).
What if we are close to the threshold?
We split scope honestly or recommend the invitational route. We never split contracts to dodge a threshold. If a scope genuinely lands above your band, we will say so and point you to the three-quote process.

When your file goes above the invitational band, this is how we respond to a public solicitation. Each commitment comes with something you can verify before you shortlist us.
A response your evaluators can score
A compliant technical response written against your evaluation criteria, fixed pricing, the principals named as key personnel, and scope described in deliverables your evaluators can score.
Why it matters
Scoring matrices reward direct answers. A response organized to your criteria is faster to score and harder to misread.
What you can check
Our pricing is already published on every service page, and the capability statement names the people who deliver.
References, stated honestly
Commercial references presented as comparable projects, available on request. Municipal references in progress. Sub-consultants named wherever a scope needs them.
Why it matters
Reference checks sink bids when the story grows in the telling. Ours are labeled what they are, so the check confirms the bid.
What you can check
Every project in Work states its sector, scope and results, with delivery attribution written on the page.
Turnaround you can plan around
Bid or no-bid confirmed within 2 business days of seeing the solicitation, and RFI answers are free, before or during a solicitation.
Why it matters
You know whether to expect our response long before closing week, and your solicitation gets better answers while it is still a draft.

If you hold the paper, we deliver under it: fixed-scope AI, chatbot, WCAG and accessibility, and CRM and intake builds, priced as a clean subcontract line in your bid.
Our prerequisites are in order: incorporated under the CBCA, insured on engagement, and principals available for the key-personnel sections of your submission.

Status verified August 2026
A contract vehicle, standing offer or Vendor of Record arrangement is a pre-qualification that happens once, in advance. After that, buyers can call up work at any dollar value the arrangement allows without running a new open competition, because the competitive step already happened when the list was built. If your organization buys through one, it is usually the fastest route to a signed contract.

Paste these into a statement of work as written. Every quote expands them into full deliverables, timeline and acceptance criteria.
- AODA & WCAG Accessibility Audit
- The vendor will conduct an accessibility audit of the designated web properties against WCAG 2.1/2.2 AA and deliver an executive summary, per-criterion pass/fail results, severity-ranked issues with code-level remediation guidance, and filing of the organization's AODA compliance report.
- Bilingual AI Answer Bot
- The vendor will implement a bilingual (English and French) retrieval-only answer service over the organization's published content, with source citation on every answer, a human escalation path, Canadian data residency, and monthly accuracy reporting.
- AI Proof of Concept
- The vendor will deliver a fixed-price, 8-week AI use case implementation with success criteria defined before build, an evaluation methodology and results report, and a production-phase price quoted alongside the pilot.
- Municipal Website
- The vendor will design, build and launch a WCAG 2.2 AA conformant municipal website on Canadian hosting, including migration from the legacy CMS and hosting and support tiers under SLA, delivered in 8-12 weeks.
- Intake & CRM Platform
- The vendor will implement a program, permit and grant intake platform with automated routing, status tracking and reporting, including configuration, staff training and documentation handover.
- Workflow Automation
- The vendor will analyse the designated back-office process and implement automation covering document intake, routing, notifications and status tracking, scoped and priced per process.
